Introduction

The Bureau of Air Safety Investigation Pakistan (BASIP) is the independent national department responsible for the investigation of civil aircraft accidents and serious incidents in Pakistan. It was established following the reorganization of the former Pakistan Civil Aviation Authority into three separate entities on 09 August 2024;  the Pakistan Civil Aviation Authority (PCAA), the Pakistan Airports Authority (PAA), and Bureau of Aircraft Safety Investigation Pakistan (BASIP) BASIP has been declared as an "Independent Attached Department" under the Ministry of Defence with effect from 8 April 2025 after merger of MoA with MoD in Feb, 2025. BASIP derives its mandate from the Pakistan Air Safety Act and the Air Safety Rules, under which it conducts impartial, evidence-based investigations to determine the causes and contributing factors of aviation occurrences and to prevent their recurrence. Its jurisdiction covers civil aviation, extending to military aviation only where specifically tasked by the Government. In accordance with the principles of ICAO Annex 13, the Bureau works free from regulatory, operator, and service-provider influence, focusing on the advancement of safety rather than the apportionment of blame or liability. BASIP operates through its Headquarters at Rawalpindi and three Regional Offices;  the North Regional Office (Rawalpindi), the Central Regional Office (Lahore), and the South Regional Office (Karachi)  issuing safety recommendations and fostering a just safety culture that protects passengers, crew, and the public while strengthening confidence in Pakistan's aviation system.

Functions of BASIP

  • To carry out investigation of all aircraft occurrences within territorial limits / airspace of Pakistan
  • Timely notification of aircraft occurrence to all local and foreign agencies
  • Participate in investigation being conducted by other state for all Pakistani registered aircraft and Pakistani Nationals which occurred outside Pakistan
  • Extend all possible support and evidence to other states investigation agencies for investigations
  • To ensure final reports of all occurrences are publicly available
  • To ensure implementation of safety recommendations
  • To ensure requisite / recurrent training of all investigators
  • To liaison with other state investigation agencies and ICAO on behalf of state of Pakistan
  • Ensure round the clock availability of an Investigation team to reach the occurrence site in minimum possible time
