A Government of Punjab Bell 412 helicopter (AP-BEA), operated by Askari Aviation, was ferrying the Prime Minister’s Price Control Team from Bahawalpur to Lahore under VFR. Dense evening fog at Lahore had dropped visibility to 1.1 km before departure, deteriorating to 1 km upon arrival, and plummeting to 200 meters during the flight's initial landing attempts. After failing to spot the runway during two ILS approaches to Runway 36R, the crew made a third attempt. Drifting right of course, the pilot was instructed by radar control to turn left to 350°. The pilot mistakenly turned right, descended below 100 feet AGL, and struck a rooftop pigeon coop. The skids and tail rotor then hit a wall, tearing the tail rotor from the aircraft. The helicopter entered an uncontrolled spiral, hit a water tank, and crashed into a mosque courtyard in Bilal Town, 1.2 km short of the runway.
