Following a press report regarding a road landing on December 4, 1986, by a Punjab Government Cessna-320 (AP-AOJ) carrying the Honourable Chief Minister of Punjab, the Civil Aviation Authority ordered an official investigation under the Civil Aviation Rules 1978, led by Captain Farmanuddin. The aircraft's pilot, Lt. Col. Muhammed Salim (Chief Pilot, Governor Fleet), stated that he executed the landing near Bahawalnagar on a portion of a public road that had been specially developed and compacted using bitumen by the Pakistan Army to serve as a runway. An on-site survey conducted on January 5, 1987, alongside Assistant Commissioner Choudry Altaf Hussain, verified that a 3,000-foot length of the road had been widened to 75 feet and was equipped with a 70' x 130' parking area, a connecting taxiway, 200-foot overruns, proper runway markings, and pedestals prohibiting vehicles over 8 tons. While the site lacked a standard windsock, utilizing multiple hoisted welcome flags instead to judge surface wind intensity, it operated under strict safety protocols where local police cordoned off the entire vicinity 30 minutes prior to flights and the runway was manually swept to prevent any foreign object debris or obstructions.
